Hear from and welcome Carlene Saxton, Moorpark's new Community Development Director!

Carlene Saxton, the incoming Community Development Director, is a passionate public servant that comes to the City of Moorpark with both public and private sector experience. Her career has spanned public works, CEQA and NEPA compliance, advanced and current planning efforts, and economic development opportunities. 

She channels her extensive planning knowledge into the full development process. She is deeply enthusiastic about guiding developers from their initial prospecting conversations to entitlement and project approval and, finally, to certificate of occupancy. Her collaborative mindset helps to increase communication across departments and divisions to enhance the developer experience, further building a customer driven and business friendly environment. This enhanced internal communication also benefits internal city staff relationships, providing for a more team-centric mindset. A champion of local engagement, she is eager to learn what is important to residents.

Carlene holds a bachelor’s degree in environmental science from Valparaiso University and a master’s degree in development and planning from University College London. She is an active member of Women Leading Government, an organization helping women succeed in public service by enhancing career-building models that develop leadership skills and by networking professional women in government. She has two young vibrant daughters. Carlene enjoys golfing, traveling and author and lecturer, John C. Maxwell.
